PRIMARY FUNCTION: This position is responsible for effectively and professionally conducting the activities associated with procuring goods and services in support of Federal design/build, construction and environmental projects. In this senior-level position, the Sr. Subcontracts Administrator has extensive knowledge and understanding of federal procurement concepts, principles and practices, and the techniques of ensuring task completion, understanding project delivery processes, and developing subcontractor relationships. 

POSITION LOCATION:  Guam.

TYPICAL RESPONSIBILITIES/DUTIES:

  • Perform subcontract formation and award for assigned projects including prequalification of subcontractors and bidders, solicitation of proposals, proposal evaluations, source selection recommendations, develop negotiation strategies, negotiate contract terms, conditions and pricing, conformance and finalizing of subcontracts, and subcontract issuance and execution
  • Track subcontract activity, progress information, and provide guidance to project staff on subcontracting issues, with specific attention to change order management and financial status
  • Obtain the required review and approval of subcontractor and bidder exceptions, bid evaluations, source selection recommendations, subcontracts, and change orders prior to execution
  • Perform subcontract administration duties, including change order processing, subcontract compliance, invoice review, performance evaluation, closeout, and records retention.
  • Prepare proposal deliverables related to subcontracting, including pricing of subcontracted goods and services
  • Develop and obtain approval of prime contract flow-downs applicable for the project and ensure applicable flow-downs are identified, addressed, and included in assigned subcontracts
  • Maintaining effective relationships with subcontractors, project team members, management, clients, and support organizations
  • Compliance with established policies and procedures

EXPERIENCE/EDUCATION

  • Bachelor's degree in business, engineering or other applicable major
  • Minimum of 10 years of experience in subcontracting and contract management, with specific experience in working on medium to large design/build, construction projects
  • Minimum 8 years of experience with FAR, DFAR and other agency supplements as applicable

 

KNOWLEDGE, SKILLS & ABILITIES

  • Extensive knowledge of Federal Government contracting, practices and standards
  • Has strong verbal, written and presentation skills
  • Effectively authors and compiles subcontract documents, as well as internal and external communications, proposals, and reports
  • Communicates effectively with subcontractors, project teams, services organizations and functional groups
  • Proficient user of Microsoft Office software
