PRIMARY FUNCTION:

The Preconstruction Executive performs the role of Resource and Risk Manager on multiple projects during the design phase. The prime responsibility is leadership of the entire preconstruction process to ensure a design which meets the clients functional, cost, and schedule requirements.

TYPICAL RESPONSIBILITIES/DUTIES:

The Preconstruction Executive typical responsibilities and duties include, but are not limited to the following:

  • Assist Business Development as a knowledgeable technical resource.
  • Assist in creation of Project Proposal materials (including Fee Prop).
  • Assist in presentations to secure projects with strong Preconstruction need.
  • Reports to Project Executives (PX) on each project as an “Internal customer”.
  • Attend all major design meetings with the owner and design team.
  • Get appropriate resources to the right meetings at the right time to find the right solutions.
  • Work with Design Team, Estimating, Scheduling and Purchasing to assure all deliverables are provided per contract.
  • Spend time with owners and designers in between deliverables to assure design progress is in accordance with Owner’s expectations for scope, cost, schedule, and quality.
  • Provide cost trending advice to the design team and owner to assure the best long term systems/materials are being explored and utilized.
  • Assist estimating to feed historical databases with current market pricing information.
  • Facilitate all value engineering workshops and follow-up with updated Value Management Log.
  • Take the lead in GMP preparation in conjunction with Project Executive.
  • Create, update, and manage the preconstruction schedule. Conduct and facilitate design phase card trick sessions.
  • In Conjunction with Operations, develop the construction phase schedule (including Project Phasing and Site Logistics Plan).
  • Schedule and facilitate all constructability reviews in conjunction with appropriate Operations personnel.
  • In conjunction with Purchasing Department and PX, ensure bidder interest is generated early in the design phase (get on subcontractors bid schedules).
  • Help Sell and coordinate all BIM and IDC efforts.
  • Help Sell and coordinate all Regulatory Compliance efforts (including HAZMAT).
  • Assist Owner, Design Team, Operations and Purchasing in creation of proper bid packaging strategies ( including Supplemental Instructions to Bidders).
  • In Conjunction with Operations, develop early Construction Phase administrative procedures manuals (including early Roles and Responsibilities Matrices).
  • Assisting in the initiation and management of the LEED / Sustainability / High Performance Buildings process.

EXPERIENCE/EDUCATION:

  • Undergraduate degree in Engineering or Architecture preferred.
  • Proficiency in different project delivery methods.
  • Detailed knowledge of construction methods, equipment, systems, and materials for all divisions of work and relationship to the Design and Construction phases of the project.
  • LEED AP status and understands how to achieve LEED credit goals.
  • Is familiar with HPB/Sustainability practices and can manage the sustainability design process.
  • Understands local and national market conditions in the Los Angeles and surrounding counties.
  • Understands the permitting & regulatory processes in the Los Angeles and surrounding counties.
  • Understands environmental issues
