PRIMARY FUNCTION: Construction Security/SSA Manager supports the Project Manager to ensure that security, project & contractual requirements, company policies and procedures are followed in the field in regard to safety, scheduling, budget, quality and customer satisfaction. 

TYPICAL RESPONSIBILITIES/DUTIES: Construction Security/SSA manager typical responsibilities and duties include, but are not limited to the following:

  • Enforce all aspects of contract execution (technical and contractual)
  • Enforcement of the Construction Security Plan (CSP) and security requirements
  • Managing secure and unsecure shipments to include escorting
  • Overseeing the Consolidated Receiving Point (CRP) and freight forwarding subcontractors
  • Manages the SSA
  • Coordination with AO, SSM, PM and other government agencies
  • Managing and maintaining the SCIF BOM, import/export/customs paperwork
  • Receives and implements orders or special instructions from the COR or Accrediting Official (AO) concerning matters which affect the security operations of the site.
  • Ensures the security integrity of the construction site 
  • Documents security violations or deviations from the CSP on a weekly basis.
  • Maintains a list of all workers used on the project
  • Implements procedures to deny unauthorized site access
  • Notifies the AO if any construction requirements cannot be met
  • Ensures that processes are in place and responsible for ensuring that all persons, packages, boxes, crates, vehicles, or other means of introducing material onto the secure areas are inspected for questionable or prohibited items


  • BS or MS degree in Engineering or Construction Management
  • 3 years’ experience managing SCIF/CAA projects. At least one of the SCIF/CAA projects must have been performed outside the U.S. and its territories and the project must have been successfully completed and accepted by the customer within past 2 years
  • Must have a current Top Secret Clearance
  • 1 years’ experience managing the SSA and secure shipments (logistics)
  • Demonstrate the required training in Intelligence Community Standard 705-1 and Intelligence Community Tech Spec for ICD/ICS 705, “Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, version 1.2”
  • Per client requirements, must be a US citizen
  • Willing to travel abroad on assignments in the vicinity of site for 1 to 3 years
  • Have the ability to obtain Status of Force Agreement (SOFA) status for Japan and Korea and International Drivers License
  • Experience working on CAA or ICD 705 projects
  • US Army Corp of Engineers experience is preferred
  • Or equivalent combination of education and experience

  • Proficient in Microsoft Office, Prolog
  • Construction-document and drawing literate, with knowledge of all phases of construction
  • Experience and proficiency in all divisions of work, methods, materials, scheduling and cost control
  • Strong Microsoft Word and Excel user
  • Strong understanding of Change Order Management Principals
  • Ability to manage diverse workforce to include Foreign Nationals
  • Autocadd capability is preferred
